In conclusion, I most respectfully beg to point out that the treatment accorded to white seamen in Hong Kong by the Shipping Master and his Assistant is well known to be anything but what it should be. These officials are of Portuguese descent and by their actions render such injustice on the part of Masters and Mates both easy and frequent.
